An abacus is supposed to have only nine beads per line as we use a base ten number system. We only have single digit numerals up to 9, ten is a 1 in the tens column 0 in the ones.
This abacus has ten beads on a line so it means ten can be written by a single digit and eleven is written with a 1 in the elevens column and a 0 in the ones.
So it is wrong.
